DKI JAKARTA PROVINCIAL GOVERNMENT ENHANCE DATA COLLECTION ACTIVTIES FOR SOCIAL ASSITANCE (BANSOS) DISTRIBUTION TO TARGET THE CORRECT DEMOGRAPHIC

During the Large-Scale Social Restriction/Pembatasan Sosial Berskala Besar (PSBB) implementation, the DKI Jakarta Provincial Government maximize their effort in distributing social assistance for the poor and vulnerable due to COVID-19. During its execution on site, there are several corrections to the data of the beneficiaries. This is also part of the data quality improvement in Jakarta in order to ensure accurate and up to date data of beneficiaries in the future implementation.

The Governor of DKI Jakarta, Anies Baswedan, stated that the distribution process is still on-going. There are 1,2 million household and there are possibilities of the data has not included the well-intended target.

"If there is any mistake, we will immediately correct it. Out of the 1,2 million, we found 1,2, or 3 wrong targets. We must not cover it up. It is part of our process in improving the data quality. Thera are many who were registered as poor but are now in a better position due to the revolving economy. However, those who have been well for months but now require the assistance," he explained.

Furthermore, Governor Anies conveyed that currently there is a Standard Operating Procedure (SOP) or protocols for the Village and Neighborhood Association. If the found any data discrepancies of the social assistance beneficiaries during implementation on the ground (e.g beneficiaries are not in location and/or are not the intended beneficiaries), the appropriate SOP/Protocols will be officially and immediately be executed by establishing minutes of the event by the local Neighborhood Association. The minutes is for the social assistance documentation to ensure the social assistance is distributed to the targeted beneficiaries.

"There are more people claiming social assistance on the ground than the actual registered list. Why did it happen? Because many citizens have recently become unemployed. Our role is to update the data by registering the people who recently belong to the poor and vulnerable group. As a result, on the next distribution, they will also receive assistance. At the same time, those who no longer eligible for the assistance should be crossed out from the list, "he explained.

Governor Anies also added that the future distribution of social assistance will be more adequate with the applicable SOP which compliments the data in Jakarta. “This is better than collecting data while the distribution is on hold. The key is swift distribution. If we improve that, the distribution will be more efficient," he explained.

The DKI Jakarta Provincial Government also distributes the social assistance through Pasar Jaya Regional General Company. Pasar Jaya prepares the logistics in packages and distributing them with fleet of delivery trucks to the intended beneficiaries at the Neighborhood Association level every day according to schedule. However, if the number of beneficiaries is considerably higher and distribution cannot be completed in a day, the rest will receive the package the next day. The maximum distribution delay is one day after the scheduled time. Pasar Jaya have collaborated with several parties to increase the fleet in distributing the assistance to the correct beneficiaries and ensuring on time delivery.
