DATA COLLECTION AND DISTRIBUTION MECHANISM OF PSBB SOCIAL ASSISTANCE PROGRAM IN DKI JAKARTA

DKI Jakarta Provincial Government under the DKI Jakarta Social Service Office organized Social Assistance (Bansos) program during the Large-Scale Social Restriction (PSBB), aimed at the poor and vulnerable community affected by COVID-19. The Social Assistance program is targeting 1.2 million households residing in DKI Jakarta. The Social Assistance is distributed daily, since 9th to 24th April, 2020.

The Head of the DKI Jakarta Provincial Social Service, Irmansyah, explained that the poor and vulnerable communities beneficiaries of the social assistance in DKI Jakarta include:
• Citizens / communities registered in the Integrated Social Welfare Data (DTKS);
• Existing beneficiaries of DKI Jakarta Social Welfare Card (KJP Plus, KJMU, Jakarta Elderly Card, Disability Card, Children Basic Needs (KSD) Card, PMT-AS, and Jakarta Cheap Food);
• Have an income of less than Rp. 5 million / month;
• Affected by layoffs, reduced pay or receiving pay;
• Close of businesses / unable to sustain operation;
• Revenue / income decreased dramatically due to the COVID-19 pandemic.

The PSBB COVID-19 social assistance program distributed for residents who meet these criteria and registered in the data collection addressed in the DKI Jakarta area. To find out the list of beneficiaries names, residents can contact the Jakarta Social Service call center via telephone number (021) 426 5115 or through the local RW management.

"For those who meet the criteria, but have not registered or have no Identification Card for DKI Jakarta area despite residing in Jakarta, can immediately report to their local Neighborhood Association (RT/RW) and fill in the application form of Social Assistance Program for the COVID-19 PSBB and should attach an address statement from the Chief of the local Neighborhood Association and a letter of Termination of Employment (FLE) from their company for those being laid off,” he explained.

Furthermore, Irmansyah explained that the social assistance distribution mechanism was carried out by directly delivering to the address of beneficiaries. The Chief of the Neighborhood Association will verify the beneficiaries’ data and delivering the assistance directly to their address following the physical distance protocol.

Therefore, the residents doesn’t have to gather in a crowd for receiving the donation package, in order to minimize the potential for COVID-19 transmission. The mayors, sub-district heads, village heads and local Neighborhoods Association Chiefs also oversee the process of social assistance distribution and collaborate with the military and police regarding security and order, including maintaining order for the community to comply with the protocols outside their home (putting on masks and maintaining physical distance) during this process.

The donation packages containing staple food commodities (1 sack of rice (5 kg), 2 can of protein foods, 0.9 liter of cooking oil, 2 packs of biscuits), 2 pieces of fabric mask, and 2 bar of soaps. There is no cash assistances. This social assistance program originates from the reallocation of the DKI Jakarta Provincial Budget.

In the process of organizing the COVID-19 PSBB Social Assistance Program, the DKI Jakarta Provincial Government has implemented a data collection mechanism (data collection, verification, and data validation) in accordance with applicable regulations. Provision of public information related to the list of recipients of social assistance will follow the rules and mechanisms that apply in accordance with the mandate of Law No. 14 of 2008 concerning Public Information Disclosure.
