LARGE-SCALE SOCIAL RESTRICTIONS (PSBB) FOR THE TRANSPORTATION SECTOR TO LIMIT THE NUMBER OF PASSENGERS AND OPERATION HOURS OF PUBLIC TRANSPORTATION

Transportation is one of the sectors included in the Large-Scale Social Restrictions (PSBB). This policy was conveyed by the Governor of DKI Jakarta, Anies Baswedan, in a joint press conference with the Regional Leadership Coordination Forum (Forkopimda) held at the Jakarta City Hall on Tuesday evening (7/4).

Governor Anies said that the restrictions on public transportation are related to the number of passengers and operating hours. "The number of passengers on public vehicle will be limited in accordance to the new policy. The operating hours will be limited from 6 am to 6 pm. This shall apply to all public vehicles operating in Jakarta area," Governor Anies explained.

Furthermore, Governor Anies said that with regard to the number of passengers, the capacity will be decreased by 50 per cent. "For example, if a bus can accommodate 50 passengers, the bus capacity will be limited to 25 seats. We do not allow the bus to be at full capacity and 50% should be enough. The operating hours are limited and passengers are reduced," he continued.

Meanwhile, online taxi service and conventional taxi are still allowed to carry passengers, but with limited number. Delivery service is still allowed. But only for the motorcycle online taxi service and will be reviewed further.

"When this policy is started, the number of people riding on a vehicle will be limited (online motorcycle taxi service). The details will be regulated further on, but the number of passengers for every vehicle shall be limited. We still allow and not limiting any logistic related activities because we want the citizen to be able to maintain their daily needs with strict limitation," explained Governor Anies.

Meanwhile, there will be no limitation on private vehicles. Nevertheless, the private vehicles are recommended to maintain the physical distance of its passengers. "We are regulating public transportation. Private vehicles may continue regularly with some physical distancing consideration. This means that the number of passengers per vehicle should be limited. But in general, private vehicles are not prohibited," Governor Anies said.

The said policy will be disseminated publicly for the next 2 (two) days and will be effective starting on Friday (10/4). Any violations will be up against immediate strict sanctions on the ground. The Large-Scale Social Restrictions is valid for the next 14 days and can be extended in accordance to the circumstances.

Governor Anies also shared some directions on public transportation by sending officials letters to the directors of Transjakarta, MRT and LRT to enforce the mandatory use of protective masks to all passengers, which would be effective starting on Sunday (12/4). In the letter, Governor Anies commanding any passengers who did not use protective masks to be stopped from continuing their journey using the respective public transportation facility.

Governor Anies has also issued Governor Advisory No. 9 of 2020 concerning the Use of Protective Masks to Prevent COVID-19 Transmission. In this advisory, Governor Anies appealed all Jakartans to always use protective masks whenever they are going outside, with no exception. The use of fabric-based protective masks is specifically recommended as an alternative solution for the citizen because the medical masks are prioritized for health workers. These efforts were made to suppress the spread of COVID-19 cases in the Capital City.
